題目源自 GMAT，正解 (E)，為何選項(A) 不正確？

問題是選項(A)
目前網路上我能找到的所有解釋，都只說選項(A)的 which 修飾了 $950M
因為修飾錯對象(正確應為「併購」這件事而非「$950M」)，所以不正確。
但「逗點 + which」這種非限定用法，不也可以嗎？
此時的 which 不再修飾「最靠近」的名詞 $950M，而是前面的整個子句
那麼這樣看的話，選項(A)錯在哪裡？
