因工作需求需要與外國人以信件往返溝通確認一些事項，並且需要翻成中文作為記錄
留存，但是對方的其中一段話我無法完全確定它的意思，更無法確定自己是否有翻好

How true is it that one can design these away or optimize them, given long

我認為此處依序闡明了兩件事：(1) 熱傳導係數的數值引用自相關文獻，並非來自現場
資料；(2)這些引用自相關文獻的數值被視為基礎要求，並當作設計的規格來使用。
問題在於，當設計者要去設計基礎要求，並需要考量長期退化的不確定性時，實際上設
計者是否能設計與這些數值不同的值或者進行把這些數值進一步優化的動作？
