The Declaration from Taiwan
Dear Mary
This is Pomin Shu, the SEO of Taiwan this year, also one of the
official delegates of Taiwan. First I have to say sorry to you since our CP,
Wan-Ting (Jennie), is now severely ill and she just got her blood test result
this morning showing that most of the elements are far lower from normal
standard so she is now staying in the hospital waiting for further examinations
and also the doctor told that she is over-pressured for why she got sick.
Anyway, here I would like to say something about your reply since first
of all, about the secret pact signed in 2007 was actually not via any
official delegates' hands which means it shouldn't be effective. After
consulting the former CP, Ling-yi Tsai, we confirmed that the document was
unilaterally signed. We wonder if there was any mistake or misunderstanding;
thus, we kindly ask IPSF secretariat to produce a bilateral document with
signature of both sides since PSA-Taiwan couldn't find.
Otherwise, this document should be cease to apply until the next Memorandum
of Understanding to be signed.
Second of all, about your mention comparing to our position in WHO,
we enjoyed more rights and got better care in IPSF, I personally appreciate a
lot but also, I would like to say, as what role Taiwan played in this H1N1
flu case in the world, we are a super important part of immune frontiers of
all the Asia and because of this, we could participate the WHA this year,
so in the same way, what we've already distributed or how much we have done
for all the IPSF activities are obviously more excellent than a lot of MIAs,
even could catch what those so-called Full members have done until now.
So here I feel that we didn't get fair treatment in IPSF since according
to those reasons above, we are definitely qualified to apply for the Full
Membership and also, our government has been very concerned about this issue
(Thank you for your reminder about getting official letter from our
government in last eamil for my CP )
and PSA-Taiwan is now trying to send some official issues and requirement to
WHO and explaining all the situation to them to show our hope and passion to
all of the world so if they make any decision later, we will definitely
respect them and hope you could understand here.
Also, we feel quite sorry about in such a non-political international
student association(IPSF), having these kinds of political rules which block
a passionate and hard-working country joining into it as a full member.
Hence, we truly hope that we could make some amendments and improvements of
the constitution for the well-being which could benefit our whole
organization.
For those countries who are willing to support us to be a full member,
some possible concerns came that the amendment of the constitution could
cause the definition of membership too board and may allow all the MIAs being
the full member. I sincerely request you believe that only R.O.C.(Taiwan) is
the most special case among the world, so does PSA-Taiwan in IPSF.
One another concern is although we use Chinese Taipei attending
WHA, but our official name is ROC standing Republic Of China (TAIWAN). I
heard some people misunderstand that Chinese Taipei is our official name,
please allow me to say, that's is wrong.
Thank you so much for spending time reading this letter and i hope this
letter finds you very well.
Our CP and I are both respecting you since you are such a understanding
and responsible exec.
cc to Ministry of Foreign Affairs, Republic of China.
Best regards
yours sincerely,
Pomin Shu
