各位大大好，我在ebay買了一台手機，可是不符合當初描述故申請退貨，賣家也同意了，現在我要請她提供return shipping label，可是他卻說他無法提供美國之外的label，請問這是真的嗎？原文如下：
Since this is an international label, we are not able to create one. We can only provide return label for orders within the U.S.
However, we can offer to pay for the return shipping by sending you a payment for the returns shipping fees.
然後他請我提供paypal email位址給他付款，他願意提供$15運費給我，可是$15根本不夠吧，當初寄來台灣就台幣14xx了......OTZ
