The Department of Homeland Security (DHS) announced today
that it has finalized a rule allows certain H-4 dependent spouses
of H-1B nonimmigrants to apply for Employment Authorization Documents (EADs).
The H-1B holder must be the primary beneficiary of an I-140 petition.
USCIS will begin accepting I-765 applications on May 26, 2015.
Once the I-765 is approved and the H-4 holder physically receives the EAD
card, the H-4 holder may begin working in the U.S.

這是去年五月公布的行政命令,現在正式實行;去年有討論過對台灣人的影響不大;主要是幫助受排期所苦的H1眷屬包括I-140已經通過的H4,以及進入第7+年延長的H4對於EB3的台灣人H4,有可能有幫助;但現在EB3相當快,<2~3年新增的修正是,第7年延長時,H4的I-539可以同時送件I-765不必等I-539通過才申請I-765對台灣人最大好處是,EB3的I-140一通過配偶就可申請EAD工作
