ANNUAL SPENDING PLAN. -Not later than
March 1, 2023, and annually thereafter, the See-retary of State, in coordination
with the Secretary of Defense, shall submit a plan to the appropriate congressi
onal committees describing how amounts authorized to be appropriated pursuant to
subsection (h), if made available, would be used to achieve the purpose deserib
ed in subsection (c).
年度支出計畫
最遲在2023年3/1，國務卿要向國會相關委員會提出向台灣無償軍援的運用計劃報告
之後也是每年都必須向國會報告
總之國會給這每年20億不是授權好玩的
相信美方和台灣這邊也是一直有在討論軍援內容，其實也真的不用太著急
