開羅宣言...本身無法移轉主權。該文件確實對參與者施加了特定的道德 義務。但該宣言和眼前關於「誰是，誰不是目前擁有福爾摩莎主權的國家」的法律論證並沒有密切關係。
Cairo Declaration ... cannot by itself transfer sovereignty. That document does impose certain moral obligations on those who take part in it, but it is not really germane to the present legal argument on what is or is not today the present sovereignty over Formosa.
