上面是亞洲奧林匹克理事會(Olympic Council of Asia,OCA)的官方規則
其中關於球員參賽資格認定寫在第76頁的第53條2跟3項:
2. Competitors will be eligible if they comply with the following
qualifications:
a. That they were born in the country they represent;
b. That they are nationals or citizens of the country they represent and
have lived there continuously for a period of not less than three years;
c. That they have become naturalised in the country they represent and
have permanent residence there.
3. Competitors born outside Asia cannot be qualified unless they meet
conditions in 2 b & c, where applicable.
這條提到亞洲以外出生的參賽者必須符合b.跟c.的條件才能參賽
也就是過去所謂亞運針對歸化球員居住必須滿三年的規定

上面是FIBA官方規則
球員參賽資格認定寫在第6頁的第20條a項
A national team participating in a Competition of FIBA may only have one
player on its team who has acquired the legal nationality of that country by
naturalisation or by any other means after having reached the age of sixteen
(16), regardless of whether the additional nationality is deemed effective at
birth. This provision applies also to any player having the right to acquire
another nationality at birth but who did not lay claim to this right until
after having reached the age of sixteen (16).
每隊只能有一位滿16歲後透過歸化或任何其他方式取得該國合法國籍的球員

FIBA跟OCA對於參賽資格認定並不同
OCA強調的是出生地跟居住時間，FIBA強調的則是護照的取得時間
而且只能有一個歸化其實也是FIBA規則所訂
相信大家都知道亞運不屬於FIBA體系
所以參賽資格認定是以OCA規章為準
然而雖然規定在OCA，實際執行與否卻是看該屆籌委會
比如2014仁川亞運籃協原本向OCA詢問，確認戴維斯可以參賽
當時籌委會卻又告知戴維斯因居住年限不滿3年，遭判定無法出賽。

至於這屆杭州亞運籌委會是否執行居住滿3年這條規定，各國訊息也不一致
像印尼跟我們一樣，也是在開賽前詢問籌委會卻沒收到回覆
而且因為印尼只有註冊一位歸化球員Anthony Beane
他在去年才到印尼職籃IBL打球，今年東南亞運動會前才拿到印尼護照，明顯不符合規定
所以國家隊原本已做好沒歸化可用的準備

另一方面，菲律賓奧會主席Abraham Tolentino則是蠻早就公開表示這次只看護照
他並沒有直言是透過什麼管道提早取得這訊息
但菲律賓曾因為提交兩份有些差異的名單給籌委會，導致某些球員不能打
那時或許就有跟籌委會直接確認過是否有居住滿三年的規定

菲律賓在2011亞錦碰到Marcio Lassiter跟Chris Lutz因為16歲條款被短暫禁賽
2014亞運歸化球員Andray Blatche跟戴維斯一樣因為居住不滿三年不能打
之後他們就相當注意參賽資格這方面的問題
比如FIBA規則第6頁的第20條b項，滿16歲後才拿到護照而能透過申請方式成為本土那條
亞洲最早開先例即是菲律賓的球員Greg Slaughter
