問題內容：
在 Windows 下以 Win+R 開啟 notepad, mspaint, 或者在 tool bar 選擇一個自己
寫的 batch 以 Winword 2003 開啟固定工作文件，常常都不會像在 Windows 7 或者
更之前的版本自動出現在桌面最上層，桌面程式也只是 Excel 或者 Winword 而已。
非常不合邏輯。
有人遇見過這樣的狀況嗎? 可以解決嗎?
