情形與原PO一樣，我也是要申請英國學校，卻遇到這種麻煩事。
我5/3寫信至https://www.ets.org/toefl/contact/contact_form
信件內容大致如下：(文法太爛就不獻醜了..)
前幾天得知英國政府不接受托福成績，所以我就算考了托福也沒用，
因此我想取消5/11的考試，然而網頁上按cancellation後卻只有退一半，
↑ 我事後看PTT才知道通常只會退一半XDD
這件事讓我非常不爽與困惑，為什麼只能退一半？
可以給我一個合理的解釋嗎？謝謝。

I have received your email regarding the TOEFL that you were scheduled to
take on May 11, 2014. Please accept my apologies for the problems associated
with the UK TOEFL test cancellations. You are entitled to a full test fee
refund. You will receive two $82.50 refunds to your credit card. Please allow
two weeks for the refunds to post to your account. If you have further
