Someone isn't making sense. This person is saying one thing to you very
clearly, but is behaving in a way that does not reflect or validate what is
being said. You are right, Scorpio, it is not your imagination. You really
are being given a mixed message. It's confusing. It's frustrating. And it
isn't fair to you either.
Unfortunately, though, there is nothing you can do about it, except to make
it clear that you aren't happy with a presentation that is anything less than
completely honest. It is up to the other person to take it from there.
