IOC Executive Board suspends Russian Olympic Committee with immediate effect

The unilateral decision taken by the Russian Olympic Committee on 5 October
2023 to include, as its members, the regional sports organisations which are
under the authority of the National Olympic Committee (NOC) of Ukraine
(namely Donetsk, Kherson, Luhansk and Zaporizhzhia) constitutes a breach of
the Olympic Charter because it violates the territorial integrity of the NOC
of Ukraine, as recognised by the International Olympic Committee (IOC) in
accordance with the Olympic Charter.
俄羅斯奧委會於2023年10月5日單方面決定將烏克蘭國家奧委會（NOC）管轄下的地區體育
組織（即頓內茨克、赫爾松、盧甘斯克和扎波羅熱）納入其成員，違反了《奧林匹克憲章
》，因為它侵犯了國際奧委會（IOC）根據《奧林匹克憲章》所承認的烏克蘭國家奧委會
的領土完整。
In view of the above, the IOC Executive Board (EB) today decided that:
鑑於上述情況，國際奧委會執行委員會（EB）今天決定：
1.The Russian Olympic Committee is suspended with immediate effect until
further notice.
俄羅斯奧委會立即暫停資格，直至另行通知。
2.The suspension has the following consequences:
暫停會產生以下後果：
a.The Russian Olympic Committee is no longer entitled to operate as a National
Olympic Committee, as defined in the Olympic Charter, and cannot receive any
funding from the Olympic Movement.
俄羅斯奧委會不再有權按照《奧林匹克憲章》的規定作為國家奧委會運作，也不能從奧林
匹克運動獲得任何資金。
b,As stated in the IOC’s position and recommendations of 28 March 2023, which
remain fully in place, the IOC reserves the right to decide about the
participation of individual neutral athletes with a Russian passport in the
Olympic Games Paris 2024 and the Olympic Winter Games Milano Cortina 2026 at
the appropriate time.
正如國際奧委會2023年3月28日的立場和建議所述（仍然完全有效），國際奧委會
保留決定持有俄羅斯護照的中立運動員個人參加2024年巴黎奧運會和2026年米蘭科爾蒂納
冬奧會的權利適當的時候。
The IOC EB also reserves the right to take any further decision or measure
depending on the development of this situation.
國際奧委會執委會也保留根據事態發展採取任何進一步決定或措施的權利。
