所以正確來說不是新增規則 而是修正規則
因為原本的high-five rule狀況會變成

這變成了這類犯規發生時完全取決於裁判要引用哪條來作判決結論
所以Kerr說會修改其實也只是很正常的常理推論
因為這兩個條款本來就是互相衝突
(細說的話差異是還有是否接觸手掌啦 但手掌就不算其他部位算就很怪)
所以會是必然要處理的狀況
現在只是把這類規則的衝突處理掉
讓吹判更有一致性(理想中)
與其說訂製比較像修正小Bug

現在→原則上要吹 不吹就是誤判
