The new CBA requires each team to spend 90% of the salary cap ($122.4M) by
the first day of the regular season.
Here are 5 teams that need to spend in free agency:
Houston: $50.5M
San Antonio: $26M

Detroit: $14.5M
The penalty is that each team would receive only 50% of the luxury tax
distribution at the end of the season.
There is also a minimum salary charge applied to team salary at the start of
the regular season.
Starting in 2024-25, teams below the floor at the start of the regular season
receive $0 in tax distribution.
