打野選手Clid的重擊冷卻時間出現了BUG。

In the TL GenG tiebreaker, when Clid's 3rd smite is about to become available
he insta uses it and instead of putting it on the normal ~76s CD, his smite
is available in 15 as if he was sitting on another charge the whole time
This extra smite and 6:35 red smite weren't actually gamechangers in TL's
loss, but they could be in a different game - can't believe this is my first
time seeing the bug with how long smite charges have worked this way

重擊的冷卻時間應該是正常的75秒，但她的重擊卻如還有一層充能一樣，只有15秒冷卻
這個額外的重擊讓Clid在6分35秒就擁有強化過的重擊，雖然這不是造成TL落敗的主因，
但是這個BUG仍有可能在其他比賽中產生重大影響，重擊冷卻機制改變後第一次看到這個
BUG，希望RIOT相關人員盡快查明原因並改善。
