Tier 2 and 3 units are currently too risky to star-up when compared to tier 1's.
To broaden thePool of champions worth considering, we're increasing the
probability of finding Tier 2's and 3'sin the shop while reducing the amount of
Tier 1's that appear.
綠卡與藍卡相較白卡太難升，所以改了機率。

白卡:等級三後出現率降低。
綠卡:等級四至等級八時出現率調高，等級九降低。
藍卡:等級三後就會進入卡池，後續出現率些微調高。
紫卡:等級五出現率些微降低。
金卡:不變。
