民進黨這次的行政作業違反民主原理(保護人民的生命)，
也缺乏原能會、內政部與國防部的專業討論。
而世界核能協會網站已經公布最新的放射性廢棄物管理方法，
其中第九點也提到核廢料的安全管理：
The International Atomic Agency (IAEA) has identified medical and
industrial radioactive sources as posing considerable concern in terms of
potential terrorist threats from their use in dirty bombs. The need for
stronger controls to prevent the theft or loss of control of powerful
radiological sources and hence ensure their safety and security has been
highlighted as of paramount importance.
國際原子能機構（IAEA）已經確定醫療和工業放射源因其在骯髒炸彈中
的潛在恐怖威脅而受到相當大的關注。關於防止竊盜或未增強控制強力放射性來源
並因此確保它們的安全與保護的需求，已經被強調為最重要的。
所以民進黨應該先聽取原能會、內政部與國防部的專業意見，並徵詢民意，
不該獨斷獨行。
