根據美國FDA初階減害菸品認證(PMTA)程序，申請者必須向政府機關證明，行銷販售新的菸
草產品（電子菸）能夠有助於保護公共衛生。
Under the PMTA pathway, the applicant must demonstrate to the agency, among othe
r things, that marketing of the new tobacco product would be appropriate for the
protection of the public health.
這次授權的英美菸草減害菸品即符合這項標準，在部份關鍵的化學成份評估中，有充足證據
顯示：傳統紙菸燃燒產生的煙霧，整體傷害和潛在有毒物質(HPHC)高於電子菸不燃燒加熱產
生的蒸氣。
The authorized Vuse products were found to meet this standard because, among sev
eral key considerations, chemical testing was sufficient to determine that overa
ll harmful and potentially harmful constituent (HPHC) levels in the aerosol of t
hese products is lower than in combusted cigarette smoke.
此外，申請者申請資料顯示，受試者只使用通過美國FDA授權的英美菸草電子菸，使用者暴
露在非尼古丁的有毒物質(HPHC)水平較雙重使用者（燃燒紙菸與新的菸草產品）低。
Further, data provided by the applicant demonstrated that participants who had u
sed only the authorized Vuse Vibe and Vuse Ciro products had lower levels of exp
osure to non-nicotine HPHCs compared to the dual users of the new products and c
ombusted cigarettes.
因此，這些減害菸品對完全轉換者或因替代而明顯減少吸食傳統燃燒紙菸的成年吸煙者而言
，有潛在的益處。
Therefore, these products have the potential to benefit adult smokers who switch
