a.為了推行本法第二條所明訂的政策，美國將使臺灣能夠獲得數量足以使其維持足夠的
自衛能力的防衛物資及技術服務；
b.美國總統和國會將依據他們對臺灣防衛需要的判斷，遵照法定程序，來決定提供上述
防衛物資及服務的種類及數量。對臺灣防衛需要的判斷應包括美國軍事當局向總統及國
會提供建議時的檢討報告。
c.指示總統如遇臺灣人民的安全或社會經濟制度遭受威脅，因而危及美國利益時，應迅
速通知國會。總統和國會將依憲法程序，決定美國應付上述危險所應採取的適當行動。
Section. 3.
a.In furtherance of the policy set forth in section 2 of this Act, the United
States will make available to Taiwan such defense articles and defense
services in such quantity as may be necessary to enable Taiwan to maintain a
sufficient self-defense capability.
b.The President and the Congress shall determine the nature and quantity of
such defense articles and services based solely upon their judgment of the
needs of Taiwan, in accordance with procedures established by law. Such
determination of Taiwan’s defense needs shall include review by United
States military authorities in connection with recommendations to the
President and the Congress.
c.The President is directed to inform the Congress promptly of any threat to
the security or the social or economic system of the people on Taiwan and any
danger to the interests of the United States arising therefrom. The President
and the Congress shall determine, in accordance with constitutional
processes, appropriate action by the United States in response to any such
danger.
