: 美航母若停靠高雄　AIT主席：受害者是台灣

: 權衡利弊，否則最先受害的就是台灣。
: 香港中評社報導，AIT主席莫健（Jim Moriarty）昨日出席華府智庫活動時談到，美國對
: 台進行每項措施前都需要考慮代價和利益，若代價超過利益，就不是正確決定。莫健舉例
: 說，派航母去高雄在今天看來沒有意義（doesn‘t make sense）。因為中國大陸有《反
: 分裂國家法》，在現有情形下，可能祭出此法，趁機武統台灣。
: 他說：「這是一個你要為你的行動付出什麼代價的問題」、「台灣會是大陸對任何特別步
: 驟進行報復的第一個受害者。」莫健表示，美方會時刻衡量考慮這個因素，美國應當相當
: 具有彈性，而不是一種非此即彼（yes or no）的硬條件。要將事情放在一種背景下，不
: 僅考慮美方或台灣的行動，也要考慮是否將讓北京認為是時機可以正當地實施《反分裂國
: 家法》。
: 不過莫健也說，美方採取行動不會一切都按照中方的解讀，他開玩笑地說，如果用中方的

上次大陸駐美公使公開威脅美國說只要美國軍艦停靠高雄，大陸就動武。我看到
後就說美國肯定不敢派軍艦到高雄了，即便美國參眾兩院通過了鼓勵美軍艦停靠
台灣的《2018財年國防授權法》。
我大膽斷言後，很多人嘲笑我，還有人把我說的話做成簽名檔，等著看我笑話。
可是過去大半年了，美國依然沒有把軍艦停靠台灣。
我敢那麼說是因為我懂歷史。
韓戰是美國歷史上的五大軍事慘敗之一。美國《國家利益》期刊在分析美國
在韓戰失利的原因時，認為美國沒有重視大陸方面的威脅，在擊潰北韓入侵
南韓的軍隊後，繼續北上，意圖吞併整個北韓。結果逼迫中共參戰。美軍被
中國大陸解放軍（時稱志願軍）擊潰，最終退回三八線。
美國人非常後悔沒聽大陸方面的戰爭威脅，結果捲入並輸掉同中共的戰爭。

This was an operational and strategic disaster. As American forces approached
the Chinese border on two widely divergent (and mutually unsupportable) axes,
Chinese forces massed in the mountains of North Korea. Beijing’s diplomatic
warnings became increasingly shrill, but fresh off the victory at Inchon, few
in the United States paid any attention. China was impoverished and
militarily weak, while the Soviet Union had displayed no taste for direct
intervention.
When the Chinese counterattacked in November 1950, they threw back U.S. Army
and Marine Corps forces with huge loss of life on both sides. For a time, it
appeared that the People’s Liberation Army’s counteroffensive might
completely rout United Nation forces. Eventually, however, the lines
stabilized around what is now the Demilitarized Zone.
