【歐盟對外事務部發言人針對台灣執行死刑聲明】
台灣處決死囚李宏基，終止了自2016年5月以來所維持實質暫緩執行死刑之情形。
歐盟對受害者的親友表達誠摯的同情。與此同時，歐盟明確表示反對使用死刑。死刑是種
殘忍且不人道的懲罰，它既不具嚇阻作用，同時也否定了人性的尊嚴與完整。
在2018年3月首次舉辦的台歐盟人權諮商當中，曾討論舉辦死刑公眾辯論會的好處，考量
全球逐步廢除的趨勢，並加速台灣死刑工作小組的進程。於此舉措之虞，歐盟期盼台灣當
局即刻依照國際專家在2013年3月的建議暫停執行死刑，作為完全廢除死刑的第一步。
【Statement by the Spokesperson on the recent execution in Taiwan】
The execution in Taiwan of Mr Li Hung-chi ends the moratorium on the applicati
on of the death penalty that had de facto been in place since May 2016.
The European Union expresses its sincere sympathy to the family and friends of
the victims of the crimes committed. At the same time, the European Union is
unequivocally opposed to the use of capital punishment. It is a cruel and inhu
mane punishment, which fails to act as a deterrent and represents an unaccepta
ble denial of human dignity and integrity.
In the first EU-Taiwan Human Rights Consultations, held in March 2018, the par
ticipants had discussed the merits of holding a broad public debate regarding
capital punishment, taking into account its decline worldwide, and acceleratin
g the work of the task force on the death penalty in Taiwan. In addition to th
ese steps, the European Union looks to the Taiwanese authorities to immediatel
y reintroduce a moratorium on the death penalty, as recommended by internation
al experts in March 2013, as a first step to its total abolition.
