儘管無國界醫生已通報阿富汗及聯軍的軍方領袖，空襲仍再持續了 30 分鐘。這間
醫院廣為人知，其 GPS 座標亦定期與聯軍和阿富汗軍事和民事人員分享，最近一
次為 9 月 29 日星期二。
狂轟濫炸阿富汗人道組織醫院！美軍承認「人為疏失」

上個月3日，「無國界醫生」（MSF）組織在阿富汗昆杜茲（Kunduz）的一間醫院遭
到美軍轟炸，並造成30人喪生。美國軍方25日公布調查結果，證實此次意外是一項
「人為疏失」，相關人員誤將醫院當成恐怖組織神學士（Taliban ）藏匿的據點。
北約駐阿富汗部隊最高指揮官、美國陸軍四星上將坎伯（John F. Campbell）表示
，在全面調查結果出爐前，軍方已先將相關人員停職待最後裁決。
一連串失誤釀成悲劇 是意外不是故意？
坎伯說：「美國軍隊絕對不會刻意去攻擊一間醫院，而導致這場悲劇的最主要原因
，是因人為錯誤及設備失常。」調查報告顯示，除了美軍人員誤判那是恐怖份子的
庇護所外，當時執行任務的「洛克希德AC-130空中砲艇」（Lockheed AC-130
Gunship），其電子設備也發生故障，導致目標影像無法立即傳輸，也無法接收任
何電子訊息，而影響了指揮與控制功能。

坎伯同時也表示，AC-130戰機在接近昆杜茲被導彈攻擊，使得AC-130被迫偏離原本
執行任務的區域，並造成定位系統精準度受損。位於巴格拉姆（ Bagram）的空軍
執行總部，在戰機遭受攻擊後將醫院的座標傳送到AC-130，他們當時的確有意識到
那是一所受保護的創傷中心的座標，但他們卻沒有注意到該座標同時在不得攻擊的
名單上，機組人員也沒有意識到他們正準備對一間醫院開火。坎伯補充，加上當時
天色已黑，戰機的通訊設備又受損，讓整個場面更加混亂。
然而，雪夫納（Wilson Shoffner）準將表示：「調查報告中顯示有些個人行為牽
涉其中，有人並沒有遵守交戰規則。」

坎伯說，MSF組織表示，他們受到長達10分鐘的連續攻擊，接著機組人員又額外花
了17分鐘才意識到他們正在攻擊一間醫院，直到那時，所有的轟炸攻擊才結束。
MSF也要求排除美國或其他相關單位，進行獨立調查。MSF的總幹事史托克（
Christopher Stokes）在其寫下的聲明上表示：「美軍的調查報告不只沒有回答問
題，甚至帶來更多疑問。這該多驚人？在無法看見攻擊目標，也沒有確認不可攻擊
名單，甚至連通訊設備都是故障的情況下，美軍竟然可以執行攻擊任務。」
美軍聲稱攻擊目標錯誤是人為誤判,因為MSF的醫院與原攻擊目標大致相似（取自美

史托克繼續說：「有30個人死亡，成千上萬在昆杜茲從事救護照顧工作的人被否定
，就單單只因為MSF的醫院和預先設定的目標地點很接近，又『大致符合』預設目
標的描述。」
然而，阿富汗的總統賈尼（Ashraf Ghani）表示，此項調查結果與北約（NATO）負
責的獨立調查結果相符合，且他「有信心」這是一項經過精密檢驗的調查結果。賈
尼在其聲明中表示：「我們不像恐怖份子或是其他阿富汗的敵人，他們殺害了許多
無辜的市民，不論是男人、女人或小孩。當我們在保衛國家的同時，我們也盡最大
的努力不去傷害到任何市民。美國在此項調查中沒有遺漏任何事實或是證據，並且
承認所犯下的錯誤，讓政府當局能從錯誤中學習，並且也讓犯錯的人承擔責任。」
美國攻擊動機及合法性令人存疑
美國五角大廈則表示，MSF已照所有正常程序做了所有該做的，包括通報美軍他們
的所在位置。且依照規定美軍是不可以攻擊醫院、學校和清真寺此類建築，即使真
的有恐怖份子藏匿其中。
美國國會議員同時也檢視著這份報告，眾議院軍事委員會的共和黨主席索恩伯里（
Mac Thornberry）表示：「我們已經聽取了坎伯將軍的報告，顯然此次的事件涉
及許多層面的失誤，我們將繼續監督調查，並與我們在阿富汗的軍隊密切合作，確
保這樣的悲劇不再重演。」
