: 類似大陸媒體內部常見的「宣傳指示」，內容相當詳細，
: 包括「不報太多，不要太突出」、「不要有攻擊大陸對港政策」等等。

: 「麻煩各中心，有關香港占中的報導，我已經詢問過合作伙伴，

: 平衡就是不能只報學生行動，還要有大陸官方聲明，也要報香港官方態度；
