我覺得句中的[requiring]是當分詞來作mandates的後位修飾，但是這樣應該用
分詞片語{requirung truckers}就結束句子了
可是後面又接不定詞片語{to receive COVID-19 vaccinations
之後又接形容詞子句{when crossing the US-Canada border.}
所以句子結構變成
The"Freedom Convoy,"which consisted mostly of tractor trailers,
was organized in response to government mandates+分詞片語+副詞子句嗎?
