先簡單說明漢薩同盟的玩家動作與流程
(部分翻譯內容可能不太一樣，請自行對照)
玩家一回合中可執行數個行動，行動一共有五種：
1. 招募商人/大商人
2. 擺商人/大商人
3. 踢人
4. 移動商人/大商人
5. 宣告建立路線
5-a 得分
5-b 拿取獎賞標記
5-c 建立辦公室 / 技能提升 / 或特殊記分 (基本版的 Coellen 和 Warburg 路段)

Bonus Markers can be used on a player's turn,
except as part of the same action in which they were acquired.
(BM 可以在玩家回合任意時候使用，但不能再獲得該 BM 的那一次行動中使用)
因此：
a) Additional Office: I immediately use it to establish an extra office
in the route I just claimed.
NOT ALLOWED (part of the same action)

b) Switch Offices: I establish my office and then swap two offices.

d) +1 Skill: I use the marker to improve the Privilegium skill and
establish an office in the route I claimed that requires that privilegium.
NOT ALLOWED (part of the same action)
(立刻使用 +1 技能提升顏色，並在拿到 BM 的路線上放置該提升顏色的辦公室:
不行，因為屬同一次行動的 5-c)
其中情況 d) 就是你舉的例子
當然，如果你的 +1 技能是用在其他不會影響該次行動的技能 (如提升鑰匙)
